Erratic latency readings on Slingshot

Over the last few weeks I have noticed my web browsing speeds seemed to up and down. I started to do some speed tests using Slingshots Internet speed checker.Here is one of the average readings I have been getting.Download Speed: 3697 kps (462.1 KB/sec transfer rate)Upload Speed: 682 kps (85.3 KB/sec transfer rate)Packet Loss: 0 %Jitter: 24 msLatency: 772 ms Test Server: nz-aklLatency figures have been as high as 1400 and as low as 20. The 20 reading was my normal figure. I have talked to Slingshot, and although the guy I spoke too said something didnt seem right he couldnt pin my erratic readings down to anything in particular. He suggested my router could be faulty, to try another one then call them back. If only I had a spare adsl2 router lying around, but I don't. Unless there is someone from Timaru on here who has one I could borrow. Below is what my router is currently reporting for connection, which seems to be my normal speeds.
